ITANAGAR, Jul 10: The panchayat members of Sagalee area in a letter to the Chief Minister Nabam Tuki appealed him to take disciplinary action against the teachers who have not joined their duty at posting places under Sagalee constituency.

Forum seeks action
ITANAGAR, Jul 10: Arunachal RTI Activists Forum (ARTIAF) has demanded the competent authority to put Er J. Gibi, former executive engineer, Power, Seppa under suspension for allegedly “misusing Govt vehicle and siphoning off fund without undertaking any development works”.
According to ARTIAF, the EE was transferred from Seppa on July 4 last; but the EE has reportedly been running from pillar to post, including High Court to get a stay order.

AAPSU rejects resignation of GS
ITANAGAR, Jul 10: The central executive members (CEM) of All Arunachal Pradesh Students’ Union (AAPSU) in its meeting held at Naharlagun under the chairmanship of president Takam Tatung today unanimously decided not to accept the resignation of Tujum Poyom, General Secretary AAPSU.
The CEM of the union observed that the reason given by Tujum Poyom in his resignation has no merit for such a big decision.
“AAPSU is a student body and not political party where people come and go out anytime. The AAPSU GS was in best of health condition when he was elected and we are hopeful that he will finish his tenure as schedule,” AAPSU said in a release.
Tujum had resigned few days ago citing health reason.

Programme on Mushroom cultivation
Pasighat, Jul 10: Krishi Vigyan Kendra East Siang in collaboration with ATMA organized a one day training cum demonstration programme on Mushroom cultivation at College of Horticulture and Forestry here today. All together 31 farmers were participated in the programme.
Subject Matter Specialist (SMS) Toge Riba spoke on practices of oyster mushroom and also demonstrated on how to make beddings for mushroom.
The farmers were also exposed to spawn production unit at the College.
Later, the farmers interacted with SMS, officers of Fisheries, Horticulture department and ATMA Project Director, who gave remedial measures to the farmers on various farm related problems.

ITANAGAR, Jul 10: In a representation to deputy commissioner East Siang, Ramle Banggo Welfare Society complained that government officials and supporting staffs posted in Nari Koyu are not staying at their posting places rather they are working from their residences in Pasighat.
The Society said that except for few staff of primary health centre, all administrative officials are out of the station.
It further stated that absence of government officials has not only hampered the locals but also halted the developmental process of the area.

ITANAGAR, Jul 10: Achukuru Welfare Society, Ziro Chairperson Tailyang Shanti in her endeavor to provide shelter to the destitute women has today adopted three of them here at Capital on the opening day of the shelter home.
Shanti along with her team adopted three destitute women, one each from Chandranagar, Arunadaya School and Ganga.
These homeless three destitutes are now residing in their new home at newly established “Destitute Women Home” at Lekhi village.
Before she found them shelter, Shanti had interacted with them here few months back. But due to none availability of home, she could not provide shelter.

Disaster management workshop for senior officers
Naharlagun, Jul 10: The one day state level disaster management sensitization workshop for Senior, middle level officers of various departments and principals and professors of various colleges from Itanagar was inaugurated by Capital Complex Deputy commissioner Sanjay Goel at Administrative Training Institute, Naharlagun today.
The objective of the workshop is to sensitize various Govt. stakeholders on their role and responsibilities on disaster management viz prevention, preparedness and mitigation and post disaster activities.
Sanjoy, while sharing his experiences in earlier postings in Car Nicobar and other locations stressed the need to create awareness among the masses particularly to avoid constructions of buildings on nalllas, cliffs and other landslide and flood prone areas for their own safety. He also called for disaster management preparedness by preparing plan containing all standard operational plans which would be followed by all during and after disaster.
Director, Disaster Management, YW Ringu, said that the department of Disaster Management alone can do nothing without the cooperation and support of other line departments. She sought cooperation from all in generating awareness among the masses on disaster management.
We should ensure that the ownership of responsibility for mitigation and preparedness is jointly shared by the relevant Departments and thereby a holistic approach to disaster management is achieved, she added.
Disaster management prog at Daporijo
Meanwhile, Upper Subansiri District Disaster Management Department conducted a Disaster Management Awareness Campaign cum Mock Drill today at the auditorium of Government Higher Secondary School, Daporijo for the benefit of the students and teaching staff of the school.
The students were made aware about disasters, preparedness for them and demonstrated on first aid methods etc.
Disaster Management Officer Lobsang, briefing the students on the aims and objectives of the campaign advised the students to assimilate all the information given, use it to better their lives and disseminate the information to benefit all. He also advised for the formation of School Disaster Management Team for quick response in case of disasters, with simple, flexible and comprehensive plans to be put in place in case of disasters.
DMO Dr. Dubom Bagra speaking as Resource person gave a powerful presentation with visual pictures to educate the students on causes for disasters like landslides, earthquakes, floods etc, their effects and some steps to minimize the damages caused. He added that disasters cannot be prevented but their effects can be minimized to a certain extent. He also explained some simple first aid that can be administered to patients before medical help arrived.
The fire department gave a demonstration on how to construct simple life saving equipments like life jacket and stretcher with locally available material like plastic bottles, rope, bamboo sticks etc and educated the students on fire accidents, its types and safety and precautionary measures to be taken, reports DIPRO.
ITANAGAR, Jul 10: 30 Aalo West assembly constituency faces a strange predicament that while it appears to have two elected representatives, it seems at the same time to have no representative.
The Guwahati High Court by a judgment on June 1 had nullified the election of Congress MLA and Parliamentary Secy (Home) Gadam Ete, and instead ruled for Duter Padu of the All India Trinamool Congress to be declared elected.

Duter Padu, who contested against Ete in the 2009 election from Aalo West constituency had gone to court seeking justice as she believed that election results were not fair as more than 60 postal ballots were tampered with.
Soon after the order of the Guwahati Court, Ete had approached the Supreme Court for a stay on the high court's judgment, for which a court order was also passed.
However the legal process appears to have mired the election and the people's democratic process into more legalese.
Meanwhile, the AITC State Unit Arunachal Pradesh while welcoming the reproduction of the notification of the Election Commission of India in the state Gazette by Office of the Chief Electoral Officer called on the Speaker of the Legislative Assembly to recognize Duter Padu as representative of 30th Along (ST) West Assembly Constituency.
The party further urged the present incumbent of the Constituency, who is also Parliamentary Secretary (Home) to step down honouring the High Court Judgment.
Anjaw remains cut off, flash flood at Diyun

The only respite for the people is that they can now move out from the district in transit by changing vehicles at the block point, informed Circle Officer, Hayuliang TR Tapu.
Consumer items have become scarce and the prices have gone up due to the extra cost incurred in the head load transit of commodities. Petrol stock in the lone petrol pump has gone nil and the movement of vehicles within the district has become less which on the other hand means that the cost of transportation has also become costly. To make the matters worse there is no mobile network since the last three days and the landline telephones are lying defunct since the last three months, the officer further informed.
Meanwhile, Diyun township located under the Manabum forest ranges woke up on July 9 morning to find the 2nd IRBn Camp and Church complex under knee deep flood water.
The torrential rain of 110 mm in the previous night swelled the Diyun nallah and it outflanked its bank, informed Executive Engineer WRD, Bordumsa B K Karki.
Small rivers and rivulets originating from the Manabum mountain ranges often cause havoc in Diyun. The sleepy town is caught between the proverbial devil and deep sea, on one side is the small streams like Diyun nallah, Jengthukha and on the other side is the mighty Noa Dehing river. The discharge variation in the hilly stream is quite high, the seemingly innocent stream in winter metamorphoses into demon during monsoon. The flood water receded, but it left trails of devastation.

ITANAGAR, Jul 10: All Kurung Kumey District Students Union today urged the teachers posted at various schools of the district to join their duty within a week.
Describing the problems faced by the students who are eager to pursue various degree courses, the Union appealed to the higher authorities to start admission process in Nyapin College from this academic session. ITANAGAR, Jul 10: The first ever Chess Coaching Camp in Arunachal Pradesh concluded on July 9.
International Master Atanu Lahiri, former Commonwealth Chess Champion, imparted training to the participants as Chief Coach. He lauded the enthusiasm shown by All Arunachal Pradesh Chess Association president N Konia and Secretary Tamchi Kache to promote Chess in Arunachal Pradesh.
He also appreciated the interest of the chess players of Arunachal Pradesh and their ability too, but remarked that they lack theoretical knowledge which is very important to be able to compete at national as well as international level. Further he told that a week‘s time is too short to cover various opening, middle, and end game theory. However, he covered basic tactics and various important tips with the help of which a player can improve himself using good chess software.
About 30 players from various districts took part in this coaching camp.
The training camp which started on July 4 at Conference Hall of Sports Authority of Arunachal at Chimpu was inaugurated by DK Dinglow, Director Sports and Youths Affairs cum Member Secretary, Sports Authority of Arunachal.

‘Say No to Drugs’ football tourney kicks off in Roing

ROING, Jul 10: The much awaited annual Naba Ita Pulu Memorial Football Tournament organized by Dibang Sports Club (DSC) kicked off at Intaya Public School ground here today. All the 17 teams participating in the tournament will uphold the message of ‘Say No to Drugs’.
“The tournament is an opportunity for all of us to come together in our fight against opium and drug addiction,” said Lower Dibang Valley Zilla Chairperson Chiliko Meto inaugurating the football tournament.
He is also the chairperson of Dibang Anti Drug Campaign Committee (DADCC), an organization formed by the panchayat leaders of the district to fight against opium menace.
“Opium addiction has severely affected the Mishmi society, said Meto. “But it’s our own local people who are encouraging this illicit habit in the community. And with this tournament we are hoping to reach out to all people and raise awareness on ill effects of drugs.”
Earlier, Anjithe Menjo, appealed to the youths to come forward to fight against the drugs. “It is the youth who must shoulder the responsibility of society. But during some of our anti drug campaigns, we found many of the addicts were youth themselves.”

Daporijo, Jul 10: The Apatani community residing at Daporijo celebrated the Dree Festival in a befitting manner here on July 5. MLA Tapen Siga, DC Tahang Taggu, ADC G Ete, HoDs, PRI members and others participated in the celebration. The participants along with Apatani community people prayed for bumper harvest and a world free from hunger and disease.
Wishing all present on the day, MLA Siga appreciated the efforts of the community in bringing one and all together through the celebration of the Dree festival. He said that the indigenious practice of cultivating rice and fishes in the same rice fields was unique which deserves appreciation. He also commented on the practice of the Apatani community in preserving their own dialect through conversation and interaction with community people and said that all should adopt such practice so that their dialects, culture etc could be preserved and passed on to the next generation.

DA action against encroachment and unauthorized construction
Daporijo, Jul 10:The District Magistrate, Upper Subansiri in an executive order has directed all concerned that illegal encroachment activities and any type of unauthorized construction within Daporijo township area shall stand suspended and prohibited until further order.
Any mason/ labourers if found engaged in unauthorized construction shall be arrested during spot verification and reported by anyone concerned. Legal allottees may obtain permission prior to carrying out construction work, it said.
The Executive Order has come as a result of the observation that a large number of encroachers/ illegal occupations and constructions are rampantly taking place within Daporijo township since long and that some government officers and officials are involved in encroaching the government land, particularly in and around government quarters. ITANAGAR, Jul 10: The Dibru Village Forest Development Council (Du.V.F.D.C), a registered society, in collaboration with the Seijosa forest division celebrated the 63rd Vanmahotsava in the premises of the Govt. Residential School, Jolly and community land of Jolly Village under Seijosa on July 7.
As many as 600 saplings were planted in school premises and road sides of the villages
by villagers from Lanka, Goloso, Mobuso-
Meanwhile, forest officials headed by RFO Lod Lalyang provided 26 goats to the villagers as incentives so that the local people refrain from destruction of forest in the area. They also distributed saplings to the villagers.
It was followed by an awareness campaign at the school.
Addressing the gathering as resource person, Khoda Tapa, Seijosa CDPO, exhorted students and villagers to preserve and protect forest and natural resources for future generations by planting more trees.
Heter Nabum, Chairman of the Council stressed on sustainable development of both community land and the forest area, while the RFO explained the importance of Vanmahotsava. He urged the villagers to refrain from rampant destruction of forest and cooperate with forest department in preventing forest fire and rampant felling of trees.

P.A.Sangma's rhetoric, bizarre actions and atrocious comments seem to have no end. What an enviable tenacity to enter the Raisina Hills! Surely he will "entertain" and shock us with more drama in the days to come prior to the Presidential election!

Don’t promise if you can’t deliver
Dear Editor,
I would like to express few lines regarding the Chief Minister Talent Award Scheme
for the CBSE toppers of the state. While the state was celebrating completion of
25 years of statehood, the state government had announced Laptop and cash award of
Rs 10,000/-
After the announcement, it took almost four months to complete the whole process. In the meantime, the lists of the toppers were collected from all districts, wherein, only 30 students were eligible for the award.
Students were eagerly waiting for the same and finally the day came and the Education Department fixed 28th June 2012 to distribute the award.
The Education department organized a simple and brief function to handover the certificate and award to us at Government Higher Secondary School, Itanagar. I and the other students along with parents reached the venue on time but their arrangement was very casual. The officials of the concerned department also admitted that their arrangement was not upto the mark. The programme started gradually and the organizers after few formalities called the names of the toppers to take the award.
In place of Rs 10,000 and a laptop, the students were given Rs 4000 and a certificate!
I was astonished to see it because I and my other friends were expecting to get a laptop and Rs 10,000 as announced earlier by the state government. Handing over Rs 4000 each to 30 toppers by the government was like making mockery of our hard works.
The state government, if not in a position to give a laptop and cash Rs.10, 000 to 30 state CBSE toppers, should not have announced it. It should not play with the sentiments of the student community.
I request the government and other concerned officials not to make any promises, which they are not in a position to fulfill.
Moreover, the names printed in the certificates of some candidate were not correct. I think such attitude of the state government towards student related activities shows its negligence.
If not me, but I still hope that the next batch of toppers will get atleast more than what we were awarded.
Laptop and cash award is not a big issue for us but, we are the growing buds of country and the land of rising sun. Our suggestion to concern department and Minister “Please learn from mistake” and once again “Please don’t play with our sentiments and our emotions”.

Spare us the extra expenditure
Dear Editor,
I am a poor student studying at NERIST, Nirjuli. It was very shocking for me when I found out that extra money as a fee for Student Union of NERIST (SUN), Recreational and Cultural Active Forum (RACAF) and fresher party are also being collected by the senior students.
It would be very surprising for you that the total amount being collected from each student is more than Rs. 1000.
I am a poor student, who unable to bear the expenses to go outside the state decided to study at NERIST.
I have worked hard to get admission and my parents have to save every month so that I can complete my graduation here.
It’s not only my problem, it’s also the problem of every poor student studying at NERIST. I would like to ask the administration to please help us and give relaxation from incurring extra expenditure.

Dogs and human safety
Dear Editor,
It seems the local authorities of East Kameng District keep their eyes closed towards the problems created by the stray dogs. So many stray dogs are roaming around in the town and the number seems to be rising every day.
Rabies is the main problem which is transferred from mad dogs to human beings through their lethal bites.
Defenseless children are most prone of being victimised by mad dogs. Those children are not aware of the consequences of dog bites. Ultimately it cost their precious lives.
On the other hand the veterinary department of East Kameng Dist has been careless toward the dogs and other animal. They don't keep rabies vaccine in the dispensaries, because they don’t have refrigerator to keep them safe.
Hence, through your esteemed daily, I would like to draw the attention of concern administration and Department to take necessary steps so that human safety is ensured.

The UN agency in its annual report said that about 230 million people -
Last year, the report said, global opium production was 7,000 tons, a fall of more than a fifth compared to the peak year of 2007. Still that was up from 2010, when disease destroyed almost half of the harvest in the No. 1 opium producer, Afghanistan.
In Southeast Asia as well, cultivating opium was increasingly popular, expanding by 16 percent in 2011, with Myanmar still the second largest producer behind Afghanistan.
Only a small share of this made it to Europe and North America, where opiate use was stable or dropping. Instead, 70 percent of users were in Africa and Asia.
Drug use has also been spilling more into countries along trafficking routes, such as Iran or parts of western and central Africa.
